The Mayor and the six members of City Council are elected to staggered four year terms. The mayor and two council members are elected at-large and four members are elected from districts. Elections are held in the Spring of even numbered years.
The Mayor and Council make policy and enact laws, rules and regulations in order to provide for future community and economic growth. Additionally, the Council provides the necessary support for the orderly and efficient operation of City services.

Columbia adopted the Council-Manager form of government in 1950 in order to provide the highest degree of professional and non-political administration of public services in accordance with polices set by an elected Mayor and City Council.
