City Councilman Sam Davis is the Assistant for Special Projects with the South Carolina Department of Disabilities and Special Needs. Davis holds a Bachelor of Science degree in Political Science, additional studies in Public Administration at the University of South Carolina and a Masters degree in Management/Administration from Webster University . His professional affiliations have included Board of Directors of Big Brothers and Big Sisters, Inc., past secretary and president of the South Carolina Association of Minorities for Public Administration, and a member of the Advisory Board for the Federation Center of the Blind. Councilman Davis broadens his commitment to the community through memberships to include the College Place Neighborhood Association, Lorrick Park Citizens Advisory Committee, House District 73 Citizen's Development Council, and as a parent advisor for the local Pop Warner Little League Football team. Davis is also a 1984 graduate of the Governor's Leadership South Carolina Program. He and his wife have three children and two grandchildren. He represents District I. His district has recently seen changes which include streetscaping projects along North Main Street as well as new business development at the North Main Plaza .
Also in 2005 the ECDC was awarded an Economic Development Initiative (EDI) Special Project Grant from the U.S. Department of Housing and Urban Development (Congressional Grants Division) for $99,410. This grant was used for land acquisition near Farrow Road known as Burton Heights II. Additionally, ECDC received an opportunity to apply and received a Housing Urban Development (HUD)/108 Loan/EDI Grant for Phase II of the North Main Plaza, which consists of a one-story 5000 sq. ft. building with four retail storefronts.
Most recently, Davis is one of the Council representatives who participates in the "Together We Can" project, which was initiated between the City of Columbia and Richland One. It is an educational initiative that was formed to support and enhance student achievement, promote the district's success, and encourage the community to become more involved in Richland One.
Davis also spearheaded the Belmont Residential Initiative; a project which is the result of a partnership between the City of Columbia, the Eau Claire Development Corporation and the US Department of Housing and Urban Development. Funds were obtained to be used for a single-family home reconstruction project to provide over twenty five houses for very low and moderate income families.
The North Columbia Master Plan is another venture that Davis is leading. A new catalyst project is the result of a partnership between the City of Columbia , Eau Claire Development Corp. and Columbia College . The construction for the Lofts at College Place, a development project located off of North Main Street and Columbia College Drive, is a commercial retail development that will be targeted towards students in the area. Completion of the Lofts Project will be essential towards a Master Plan Goal of reinventing North Columbia's image.
