Born in Columbia, SC in 1950, Leona is married to Joe Plaugh and has a son and daughter-in Law, Allen and Ashley Plaugh who currently live in Atlanta, GA.  Leona attended the University of South Carolina where she received a bachelor’s degree in mathematics and worked toward a Master of Science Degree.  Leona also did advance studies at Harvard University’s, John F. Kennedy School of State and Local Government in 2000.

She was inducted to the YMCA’s Tribute To Women and Industry (TWIN) Academy in 2001, served as Chairman of the Federal Home Loan Bank System Advisory Board Chairs in FY 99-2001, joined the Bank of America – Columbia/Lexington Advisory Board in 2001-2002; and was elected President of the National Community Development Association in FY 98-99.

Active in community affairs, Leona recently completed a four-year term on the Board of Directors of the King’s Grant Owners Association, was a founding member and Past President of the Rotary Club of Eau Claire/North Columbia, and Past Chair of the Trustees for the College Place United Methodist Church.

Her professional public service career spanned 30 years.  For approximately 28 years, she worked tirelessly for the City of Columbia, with 12 years as Columbia Assistant City Manager and two years as Columbia City Manager. She left the position of Columbia City Manager almost 7 years ago. At that time, the City was financially sound, with a hefty reserve, and an end-of-the year surplus fund.

In 2003, Leona formed her own business, Plaugh Enterprises, LLC, which has grown into a well respected international entertainment marketing/management company.  Her husband, Joe Plaugh operates a food service/catering business referred to as The Preferred Catering Group. Leona also holds a SC Residential Home Builders License as well as a SC Real Estate Broker In Charge License.  

Leona Plaugh was elected to Columbia City Council District 4 Seat on Tuesday, April 20, 2010 and will take office on July 1, 2010.
