Community Development Block Grant Program (CDBG)


The CDBG program addresses the needs for affordable housing, economic development and public services, primarily to the benefit of low and moderate income (LMI) population (neighborhoods) within the City of Columbia.


About the Program

The CDBG program works to ensure decent affordable housing, to provide services to the most vulnerable in our communities, and to create jobs through the expansion and retention of businesses. CDBG funding is an important tool for helping local governments tackle serious challenges facing their communities. The CDBG program has made a difference in the lives of millions of people and their communities across the nation.

HUD determines the amount of each grant by using a formula comprised of several measures of community need, including the extent of poverty, population, housing overcrowding, age of housing, and population growth lag in relationship to other metropolitan areas.

The City of Columbia invites applications from qualified entities to apply for funding annually through the Notice of Funds Available/Request for Application (NOFA/RFA) process.

Funds are made available for activities in two categories; 1) Public Service/Neighborhood Improvement Grants and 2) Non-Public Service/Public Facilities/Infrastructure Improvements.

CDBG National Goals

Federal law requires that housing and community development grant funds primarily benefit low and moderate income persons in accordance with the following U.S. Department of Housing and Urban Development (HUD) goals:

Provide a suitable living environment: This includes improving the safety and livability of neighborhoods, increasing access to quality facilities and services, reducing the isolation of income groups within areas by de-concentrating housing opportunities and revitalizing deteriorating neighborhoods, restoring and preserving natural and physical features of special value for historic, architectural, or aesthetic reasons, and conserving energy resources.

Provide decent housing: Included within this broad goal are the following: assist homeless persons in obtaining affordable housing; retain the affordable housing stock, increase the availability of permanent housing that is affordable to low and moderate income Americans without discrimination, and increase supportive housing that includes structural features and services to enable persons with special needs to live with dignity.

Expand economic opportunities: These goals encompass creating jobs accessible to low and very low income persons, providing access to credit for community development that promotes long-term economic and social viability, and empowering low income persons in federally assisted and public housing to achieve self-sufficiency.


CDBG Eligible Activities

Over a one, two or three year period, as selected by the grantee, 70 percent or more of CDBG funds must be used for activities that benefit low and moderate income persons. In addition, each activity must meet one of the following national objectives for the program:

- Benefit low and moderate income persons

- Prevention or elimination of slums or blight

- Address community development needs having a particular urgency because existing conditions pose a serious and immediate threat to the health or welfare of the community for which other funding is not available.
