The Projects administered by the Construction Management Division consist of the following:

Streetscaping Projects (beautification);

Utilities Inspections (private subdivisions/services being installed by developers);

Vertical Construction Projects (parking garages); and
-
Capital Improvement Projects (such as new water & sewer lines).
The Construction Management Division was established in 2003 as a result of the City’s restructuring efforts. Recognizing the need for a division to review the construction of streetscaping and vertical construction projects as directed by Columbia City Council, the City created this division in an effort to beautify the City and promote economic growth.
Recognizing that Columbia needed improvements to its main traffic arteries, Columbia City Council directed staff to initiate streetscaping projects identified as Lady Street Streetscaping Improvement Project, Main Street Beautification Project Phase I, Harden Street/Five Points Redevelopment Project and a joint effort with the South Carolina Department of Transportation for the widening of Two Notch Road. In each of these projects the Construction Management Division was partially responsible for the coordination of the installation of under ground utilities, installation/removing of existing fire hydrants, concrete curbs and gutters, sidewalks, storm drainage, pavement markings, irrigation system, landscaping, street furniture, street lighting and traffic signals. Each of these projects is completed or is nearing completion.
In addition to the development of streetscaping projects the Construction Management Division administered the construction of the

Wellness
Center
, Columbia North East Fire and Police Station #4 and a medical park known as Park Central which is located off of Sunset Boulevard. In addition to new construction the division also administered the rehabilitation of the North Main Street Fire Station. The Construction Management Division will also administer the City’s new signage plan known as Wayfinding.
Upcoming projects identified by Columbia City Council are Main Street Beautification Project Phase II, North Main Street Streetscaping Project Phase I, North Harden Street Streetscaping Project, Canalfront, Esplanade, Lady/Lincoln Streets Garage, and the Columbia Animal Shelter Addition.
The Division of Construction Management also has a Utilities Inspections component that inspects work being constructed at newly developed subdivisions, new water lines, sanitary sewer projects, storm drain projects, and capital improvement projects. The areas that are inspected by our Utilities Inspectors range from Chapin to Kershaw Counties in the north and to McIntyre Air National Guard Base in the south. The Utility Inspectors participate in pre-construction conferences, observe projects, interact with the public and entities affected by the work being performed, verify pay applications/change orders, and perform final inspections prior to the City’s acceptance to the utilities, and/or the close-out of the project.
