The Columbia City Council met for a work session, Wednesday, January 31, 2001, in the Council Conference Room. Mayor Robert D. Coble called the meeting to order at 9:05 a.m. Council members present were: The Honorable E.W. Cromartie, The Honorable Francenia B. Heizer, The Honorable Jim Papadea, The Honorable Anne M. Sinclair, The Honorable Hamilton Osborne, Jr., and The Honorable Sam Davis. Also attending were Mr. Michael A. Bierman, City Manager and Ms. Peggy S. Breeland, City Clerk.

2. ITEM FOR COUNCIL REVIEW
A. Request Council approve a request from Epworth Children=s Home to
restrict
parking on the west side of Holly Street in order to maintain 17 foot
pathway
for emergency vehicle access.

3. Discussion
Council discussed county issues related to Garners Ferry Road. Mayor Coble informed Council that he had received a letter from Kitt Smith, Richland County Council. He noted that Ms. Smith suggested that a City/County Co-Location Committee meeting be scheduled. Council asked that Mr. Randy Jorgenson schedule the meeting.
4. Contract and Legal Matters
Upon motion by Mayor Coble, seconded by Mr. Cromartie, Council voted to go into executive session at 9:50 a.m. to receive a legal briefing and discuss items a. through k. Mr. Osborne did not participate in discussions regarding SCANA.
