Mr. Dana Turner briefed Council regarding the proposed property maintenance Ordinances. After some discussion Council asked:
1. A public hearing be scheduled for each proposed ordinance;
2. Legal staff review any legal issues;
3. City staff to submit to Council a list of boarded up houses.
4. Parking Garage RFP
This item was held over.
5. Contract and Legal Matters
Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted to go into executive session at 11:20 a.m. to receive a legal briefing.
Council reconvened at 12:05 p.m. to open session.

1. Ordinance No. 2001-022 - Amending the 1998 Code of Ordinances of
the City of
Columbia, South Carolina Chapter 22, Streets, Sidewalks and Other Public
Places to add Article VIII, Festivals or Other Public Events, Sec.
22-301,
Generally.
Upon motion by Mr. Cromartie, seconded by Mr. Papadea, Council voted
to give first reading to Ordinance No. 2001-022 - Amending the 1998 Code
of Ordinances of the City of Columbia, South Carolina Chapter 22, Streets,
Sidewalks and Other Public Places to add Article VIII, Festivals or Other
Public Events, Sec. 22-301, Generally.
B. Street Closing
1. Request from the Mayor=s Office to close the intersections of Monticello
St. at
Main St., Jackson St. at Ensor St., Monticello St. at Jackson St.,
on Saturday,
February 17, 2001, for the unveiling of the Luther Battiste Monument,
between
the hours of 9:00 a.m. through 2:00 p.m.
Upon motion by Mr. Cromartie, seconded by Ms. Heizer, Council voted unanimously to approve the request from the Mayor=s Office to close certain city streets for the Luther Battiste Monument Ceremony.
