First Reading of FY 2013-2014 Budget
Columbia City Council will give first reading to the proposed FY 2013/2014 budget on Tuesday June 4, 2013 during the regular scheduled meeting beginning at 6:00 p.m. In addition to first reading of the budget, City Council will give first reading to the proposed rate and fee increases for Parks & Recreation facility rentals and other recreation programs and first reading of the Hazardous Materials Cost Recovery and Registration ordinances.

Street Division 
 
The City of Columbia 's Street Division provides a level of service to approximately 475 miles of streets which lie within the city limits. Various kinds of maintenance services are provided to include repair of pot holes, repair of concrete curb, gutter and sidewalk, restoration of tree zone with topsoil and grass seed, cleaning of storm drain pipe and catch basins, and removal of debris from the traveled roadway and tree zone areas when necessary. The Street Division also performs various construction activities to include the construction of new sidewalk, curb and gutter, storm drain systems, parking areas, and some street construction. The Division also repairs all Water Division and Wastewater Division utility cuts.

SIDEWALK REPAIR/CONSTRUCTION
Approximately 54% of all streets within the City of Columbia have sidewalk on either both sides or at least one side of the street. Therefore, there exists approximately 450 miles of sidewalk that are constantly in need of maintenance activities. The Street Division repairs approximately 6,800 feet of sidewalk per fiscal year.

The Street Division also constructs many feet of new sidewalk and curb and gutter throughout various areas in the City each year. Much of the cost of these projects are funded by "C" funds through the South Carolina Department of Transportation. Approximately 4,000 feet of new sidewalk and 7,000 feet of curb and gutter are constructed each year.

The Division also performs all concrete, sidewalk, and curb and gutter repairs due to Water Division and Wastewater Division work.

ASPHALT MAINTENANCE
The Street Division repairs pot holes on all 475 miles of street within the City of Columbia . Seventy percent of all streets within the City of Columbia belong to the State Department of Transportation's road system. Thirty percent of all streets are owned by the City of Columbia .

Major repair to the traveled roadway and to storm drain structures on streets which belong to the Department of Transportation is referred to that agency for repair. All aspects of maintenance needs on City owned streets are provided by the Street Division.

The Street Division has acquired equipment, which is state of the art, for the response to repairing pot holes with plant mix asphalt. This equipment can carry hot plant mix asphalt with an insulated cover, keeping the material at the correct temperature for a period of time during a workday so that a quality product can be the result of a repaired pothole. This equipment also contains the liquid asphalt emulsion, has an area for the spoil from the area where work is being done can be placed and carried to the dump site, and a place for the necessary compaction equipment.

The use of this equipment has allowed the Street Division to operate an asphalt patch crew with one less employee and gives the crew an opportunity to provide more production during a workday. The same kind of equipment is also used by the crews, which repair all Water Division, and Wastewater Division utility cuts with asphalt.

The Asphalt Crew also operates a small paving machine, and with this machine frequently paves some small streets and parking areas throughout various construction sites within the City.

STORM DRAIN CONSTRUCTION/MAINTENANCE
The Storm Drain section of the Street Division presently is constructing storm drain systems in various areas throughout the City. Various sizes of storm drainpipe are used in these projects and have included reinforced concrete pipe from 18" in diameter to 102" in diameter .

These same crews also perform the necessary maintenance on existing storm drain structures within the City. This kind of maintenance frequently requires the uncovering of existing storm drainpipes and structures that break and leak. Also, approximately 40,000 feet are cleaned each year with a high pressure cleaning and vacuum truck.

Many open ditches, whether along and parallel to the traveled roadway, between homes or residences or at the rear of these properties, are cleaned each year to provide adequate drainage.

SPECIAL PROJECTS
Many special projects become necessary throughout the year that require specialized personnel and equipment. Therefore, the Street Division employs personnel who are required to have specialized licensing and certification to operate specialized equipment when used on other than routine work activities. Much effort and training is necessary to provide this certification and licensing of these employees so that they may operate the heavy and specialized equipment owned by the City.

PAVEMENT MANAGEMENT
The Street Division will utilize a newly acquired Pavement Management System as its base so that it may properly plan for the future maintenance of the streets within the City of Columbia . This management system will enable the staff of Public Services to present a three to five year work program for the maintenance and resurfacing of City streets.

This same system will allow for additional management plans to continue beyond a five-year work program. This will enable City staff to properly budget and fund such a program so that City streets can be kept in the best possible structural condition.

ACCOUNTABILITY
The Street Division places much emphasis on accountability of its activities and functions throughout the year. So that it may provide this kind of accountability in the best way possible, daily reports are compiled in computer equipment, which captures labor costs, equipment costs, and material costs for all jobs, projects, and activities. From this data, monthly reports are produced to provide cost accounting for various activities.

By keeping this kind of information and producing these kinds of reports, the Street Division can monitor its work activities and production.
