All RFPs and RFQs must be submitted online using the Bid Online,unless otherwise specified.

Only RFPs/ RFQs that are submitted on or before the date and time specified in the Invitation to RFP/RFQ will be accepted.

Bid Tabulations
Bid tabulations will be posted on Bid Online and the Purchasing Department website once the bid has been awarded. Bid tabulations will not be provided via telephone or fax.

Addenda

Request for Proposals  ( RFQs and RFPs )

RFP FOR LEASE OF COLUMBIA CANAL  HYDROELECTRIC FACILITY

 

            The City of Columbia, South Carolina is issuing a Request for Proposals for a long-term lease for rehabilitation and operation of the Columbia Canal Hydroelectric (Hydro) Project. The lease period will be for a period of 25 years. The project is in the central area of the City of Columbia and has substantial recreation facilities and historical significance. The City will retain ownership of the properties.  

 

The City is seeking proposals from qualified entities which are qualified to operate the Hydro Facility on a long-term basis, under an acceptable Lease Agreement. Proposers must have been in business for a minimum of five years. The City is also requiring a performance bond, as set forth in the proposed Lease document.

 

            The process consists of two rounds. The first round requests development, operational and financial information from Proposers as well as an indicative bid. The second round will consist of firm bids and acceptance of lease conditions.

 

            Companies interested in being considered for this project should respond with three (3) copies of the proposal, current resumes of qualifications, a minimum of three references, and sufficient responses to all evaluation criteria. Proposals should be prepared simply and economically, providing a straight forward, concise description of the company’s capabilities to satisfy the requirements of this Request for Proposal (RFP).

 

            All submittals are to be received by Ms. Shannon Lizewski, City of Columbia, Post Office Box 147, Columbia, SC 29217, or 1136 Washington Street, Room 714, Columbia, SC 29201 no later than 3:00 pm on September 20, 2010. Submittals may be mailed or delivered in person; however, it is the sole responsibility of the submitter to ensure that the deadline for receipt of the RFP submittal is met. Fax and e-mail submittals will not be accepted. All submittals must be clearly labeled on the outside of the envelope with the following wording: “REQUEST FOR PROPOSAL FOR LEASE OF THE COLUMBIA CANAL, HYDRO FACILITY” as applicable.

            Any questions concerning this RFP may be directed to Ms. Shannon Lizewski at sslizewski@columbiasc.net. The subject line of your email must read “PROPOSED LEASE OF THE COLUMBIA CANAL, HYDRO FACILITY.” No questions may be directed to or contacts made with the Mayor, other members of City Council, the City Manager, and other City staff not identified in this RFP as points of contacts during the period of time that this RFP is made public until the final selection is made, except as otherwise provided for herein. Violation of this prohibition may disqualify the firm from further consideration.

 

            The City is not obligated to enter into any contract on the basis of any submittal in response to this RFP. The City reserves the right to request additional information from any company submitting under this RFP if the City deems such information necessary to further evaluate the company’s qualifications. The City reserves the right to waive informalities and minor irregularities in submittals and reserves the sole right to determine what constitutes irregularities. The City will select the firm based upon their evaluation criteria. All submittals will be subject to release under the South Carolina Freedom of Information Act. ( Utilities and Engineering )
